Pre Planning application from New City Vision Ltd

Saturday 15 January 2011, 2:15pm – 4:00pm, NCV will hold an “Ideas” Workshop at Scout Hall, Kelbourne Street, Glasgow G20.

“Time is running out to save an award winning community green space in Glasgow’s West End from Developers”.

North Kelvin Meadow, a well used and supported greenspace in the heart of Glasgow’s West End is now the subject of a planning application to build 115 flats, which if successful, will mark the end of this well loved community initiative.

The developer New City Vision Ltd (NCV) chosen by Glasgow City Council has now kicked off their drive to gain planning permission for their housing development by holding two public meetings allowing the community to comment on their design. However the fundamental question of whether any housing development is right for this green space will not be up for discussion (1). They expect their main planning application to go in by March 2011.

Even after two and half years of hard work by the community, GCC have chosen “to carry on regardless with the sale process” and to bulldoze North Kelvin Meadow. They have never consulted with the local people about what should happen to this land.

Local people have been looking after this land in the absence of any management by the Council. And this work has been recognized for two years in a row with an award from Beautiful Scotland. Neighbouring Hillhead Community Council has written an open letter to all concerned stating their support  for the Campaign to save the land and pointing out the lack of allotments in Hillhead which this land could (and is) being used for. The Chairman of Wynford Community Council  came to see us as well and again offered their full support.

They have cleared dumped rubbish off the land, regularly pick up litter, run a community composting service, and have set up community allotments so that local residents can grow fruit and veg. This green space is in constant use by dog walkers, children, and others who appreciate it as a wild park. They would like to extend their work to provide a permanent resource for the benefit of the whole community. The development by New City Vision will destroy this work and ensure there is one less public resource for the people of North Kelvinside. Not including the line of protected Trees on Clouston street there are 500 trees in the rest of the land, these Trees will be cut down if planning permission is given the go ahead.

“This planning application if successful will result in a Meadow and community Allotment being bulldozed, 100s of trees being cut down and a successful award winning community initiative ceasing. Thats not a great legacy to leave the next generation to say the least! This land has never been built on and always used for the local community and that should continue.”

“Glasgow City Council are out of step on what people are looking for on this issue, this is backed up by the number of politicians voicing their support plus 1000 people to date have signed the petition, that and the overwhelming support from local people asking that this green space not be built on.”

Patrick Harvie MSP:

“I am pleased to see the Meadow recognised as ‘thriving’ (re award status given by Beautiful Scotland). It is indeed a thriving place for all the community to enjoy and has gone from strength to strength thanks to the remarkable efforts of the North Kelvin Meadow Campaign. It is therefore such a tragedy that Glasgow City Council believes this space should be sold off to property developers.

“The development of luxury flats on the Meadow is in complete opposition to public opinion, and the developer’s gestures at public consultation are nothing more than box ticking. What is best for the community has never been on their agenda, nor Glasgow City Council’s, and I do not believe that residents’ concerns will be genuinely acknowledged or considered by both parties.

“And so Glasgow is threatened with losing a valuable and beautiful space, a space that has brought an incredible amount of joy to all those that have been to one of the numerous events held at the Meadow, and to local residents pleased to see what was once disused land transformed into something so beneficial for their community and the natural environment. There is still time for Glasgow City Council to see sense on this and save North Kelvin Meadow.”

SNP Depute Leader Nicola Sturgeon has recently mentioned, in Dec 2010, the plight of North Kelvin Meadow:

“Too often people with great ideas to reclaim derelict land and buildings for their community face real problems in purchasing the building or persuading public sector owners not to sell to commercial developers……

“Across Scotland there are people with ideas to bring derelict land and buildings back into use for social enterprises, small businesses, community centres and environmental projects. There are hundreds of derelict sites across Scotland and public buildings that are not being put to use.  When people have good ideas to improve their area we should do our best to help them.  That is the job and responsibility of Government and is one the SNP take seriously……..“Projects like that run by the Comrie Development Trust who have turned old army huts on land outside the village into business premises with plans to generate renewable energy show what can be achieved, while the problems facing community efforts to bring North Kelvin Meadow in Glasgow back to life show the difficulties that are too often faced.”

Glasgow Allotment Federation (GAF) sent a Resolution to Glasgow City Council: Robert Booth Director Land Environmental Services and Gerry Gormal Director Development Regeneration Services.

‘In view of the huge shortage of allotments in Glasgow, especially in the Westend,with an 8 year waiting time, GAF urges GCC to release Clouston St. Playing Fields (Site 1703) for use for horticultural allotments and as a  community greenspace. This meeting notes the interest by New City Vision in building flats on this site. However the site is a Green field Site (the only one in the North Kelvin/Hillhead area) and therefore its use for building runs  counter to CITY PLAN 2 which strongly prefers the use of Brownfield sites for building as  well as supporting a Development Strategy to “improve residents health by providing local access to facilities,including greenspaces, cultural and sporting facilities ”

30th Nov 2010 Pre-Application Notice (PAN) to the City Council and local Community Councils. This period last 12 weeks.

Saturday 15 January 2011, 2:15pm – 4:00pm, NCV will hold an Ideas Workshop at Scout Hall, Kelbourne Street, Glasgow G20.

Saturday 12 February 2011, 10:00am to 4:00pm, NCV holding a public exhibition in the Scout Hall, Kelbourne Street, Glasgow G20 from their ideas workshop.

March 2011 NCV intend to submit their planning application to Glasgow City Council Planning dept.

Notes

  1. A pre planning application was recently introduced by the Scottish Government to help communities, understand and get up to speed with what a developer is planning in their area prior to its main application for planning consent. This period last 12 weeks. North Kelvin Meadow is one of the first in Glasgow to be in this new process. Crucially though people aren’t being asked, and have never been officially asked, what they like to happen to this land. This pre planning consultation is mainly about what should happen to the small amount of open space which currently is shown as a small roundabout within the housing complex e.g. should it be grass, trees, seating, BBQ area, tarmac etc?

Beautiful Scotland award win

We’ve won another award!

On Wednesday 2 members of the North Kelvin Meadow Campaign travelled to Stirling to pick up an It’s Your Neighbourhood Award from Beautiful Scotland. This year we were recognised in the “Thriving” category. Well done everyone!

And thanks to Beautiful Scotland for continuing to recognise our efforts to keep the Meadow a beautiful place for all.

Bulb planting event

We had a great turnout of 42 people (Douglas Adams would be proud!) for our Bulb Planting event in late October. Several hundred bulbs were planted and a thorough clean up of the land was undertaken: 6 bags collected.

We’d like to thank members of North Kelvin, Wyndford and Hillhead Community Councils who came along for a tour of the Meadow and to the Burgh Angel newspaper and Cllr Kenneth Elder for coming along for a chat too.

Bulb planting event on the Meadow

We’d like to invite you to a bulb planting event at North Kelvin Meadow on Sunday 24th October at 2pm.

We’ve got loads of bulbs all ready to plant. If all goes well the Meadow should be awash with colour next spring/summer. There will also be Tea, Coffee and Cake for willing volunteers and the chance to find out more about the campaign.

Things to bring?
Yourself! Bulbs should be handled with gloves, so bring an old pair or borrow some from us on the day. Bring a trowel or spade if you have one (we have a few spare).If you want to bring some bulbs of your own that would be great too. British Blue Bells would be great under the trees on Clouston street for example.

How long will the event last?
Don’t worry about coming down for a long time  – 30 minutes to an 1 hour is all that’s required.

How to plant a bulb?
Each bulb needs to be planted to a depth of 3 times its size. So dig a small hole and place the bulb with its top facing upwards. If not sure what is the top then plant it on its side. Cover with soil, making sure there are no obvious air pockets. If you need some decent soil to surround the bulb then take some from the big white bags in the far corner of the Meadow. Its as easy as that! What’s more, many of them should flower year after year.

Can’t make that time?
Feel free to plant bulbs at other times if you have them. The more the merrier!

What’s the latest with the Land?
The developer New City Vision Ltd is still keen to proceed with the development and it is likely that they will submit a planning application to the council soon. The local community increasingly sees the Meadow as a place that shouldn’t be built on. As the land is used more as a green space by the local community the case strengthens to keep it as such.

Call for volunteers

Over the last few weeks we have heard that the developers will soon be applying for planning permission to build a complex of 115 flats on the meadow. If they succeed our community will permanently lose this beautiful green space. The threat to the Meadow is now very real and we need your help to raise awareness and to assist in the campaign.

The Big Lunch at the North Kelvin Meadow

You’re invited to a COMMUNITY PICNIC at the North Kelvin Meadow (G20) on Sunday 18th July 2010 from 2pm (and onwards into the afternoon).

You’ll need to bring food and drink to share, and things to sit on (rugs, chairs, etc). There will be music and bands, fun and games, a bric-a-brac stall, and lots of your friends and neighbours from the area. So come along and meet up!

There will be information about the campaign to stop the development on the Meadow too, and you’ll get to see our lovely Meadow at its best (hopefully the sun will be shining!).

Extract: “The television presenter and author said people need to ‘get noisy’ and force councils to convert unused land like disused car parks or building sites into new plots.Nothing seems to happen in this country any more unless you’re a bit renegade about it,” he said. “If gardeners want more plots they should all get together. It was the same with my campaign for school dinners.People thought their voice couldn’t make a difference. But the minute people got together, things started to happen.” Mr Oliver said councils that drag their feet could be breaking the law “There is an old law which states that if there is civic land that’s not being used, and all allotments are full, then they must hand it over,” he said. “Councils have a lot to deal with. So gardeners need to shout loud and clear.”

He’s opening a restaurant at G1 off George Square in July 2010, so perhaps he’ll lend support to us?
